Salas de cinema de todo país devem assegurar recursos de acessibilidade as pessoas com deficiência. A tecnologia assistiva, aplicada aos filmes, permite ao espectador o acesso a recursos como audiodescrição, legendagem, legendagem descritiva e Libras (Língua Brasileira de Sinais).
Fiscais do Procon/MS (Secretaria-Executiva de Orientação e Defesa do Consumidor), instituição vinculada à Sead (Secretaria de Estado de Assistência Social e dos Direitos Humanos), visitaram na última semana três cinemas de Campo Grande.
As equipes comprovaram que todos os espaços cumprem a Lei Brasileira de Inclusão da Pessoa com Deficiência (Lei nº 13.146/2015) e a Instrução Normativa nº 128/2016 da Ancine (Agência Nacional do Cinema), no que tange a garantia de igualdade de oportunidades para acesso a bens culturais, como é o caso das obras audiovisuais.
“Reforçamos essa ação com a Secretaria-Executiva de Direitos Humanos e o Consep (Conselho Estadual de Defesa dos Direitos da Pessoa com Deficiência) para delinear ações de acessibilidade que permitam o respeito e igualdade de oportunidades entre todos os consumidores”, destaca o secretário-executivo do Procon/MS, Angelo Motti.
A conselheira do Consep, Rita Luz, argumenta que a tecnologia assistiva precisa ser melhor comunicada as pessoas com deficiência. Já o secretário-executivo de Direitos Humanos, Ben Hur Ferreira, avalia que agendas conjuntas ampliam o foco das fiscalizações na garantia do cumprimento de políticas públicas.
Sessão com acessibilidade
Hoje a pessoa com deficiência pode optar entre usar um equipamento fornecido pelo cinema gratuitamente ou baixar aplicativo que sincroniza elementos de acessibilidade ao filme em exibição. Algumas obras, inclusive, já avisam os clientes no início da exibição sobre o momento ideal para ativar o recurso e sua compatibilidade.
Dentre os recursos disponíveis estão a audiodescrição (narração adicional roteirizada integrada ao som original), legendagem (quando se converte texto oral para o escrito), legendagem descritiva (quando são explicitadas as informações sobre efeitos sonoros, música, sons do ambiente e sons não-verbais, como choro ou riso) e Libras.
Como requerer e ativar os recursos
Na bilheteria é possível requerer acesso ao CineAssista, equipamento composto por fone, celular e uma base para encaixar no suporte de copo da poltrona. O cliente vai assinar um termo de responsabilidade, em que se compromete a devolver todos os itens ao término da sessão.
A configuração exige que se informe o recurso a ser utilizado e a sala de exibição. O número de equipamentos, conforme Instrução Normativa da Ancine, é calculado com base na quantidade de salas do complexo exibidor. Por exemplo, locais com seis ou sete salas precisam ter disponibilidade de dez dispositivos voltados à promoção da acessibilidade.
No caso dos aplicativos, o consumidor precisa instalar alguma das três opções indicadas pelos cinemas: MovieReading, Mobiload e Greta. Cada uma delas tem um catálogo de filmes para baixar o conteúdo, antes de ir para a sessão. Já na sala de exibição todo o material é sincronizado por reconhecimento de áudio e vale lembrar que os fones de ouvido, quando necessários, devem ser levados pelo espectador.
