Transparência, responsabilidade e eficiência na gestão dos recursos é prática da atual administração. Assim, na última sexta-feira, 27, foi a vez da Secretaria Municipal de Educação (SME) prestar as contas relativa ao último trimestre de 2023.
A prestação foi apresentada ao Conselho Municipal de Educação – CME e ao Conselho de Acompanhamento e Controle Social do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação de Ubatuba (CACS-Fundeb).
A explanação foi conduzida pela secretária de Educação, Márcia Fagundes, aos conselheiros, funcionários administrativos e supervisores de ensino da pasta, e abordou temas como orçamento, gastos, infraestrutura, desempenho acadêmico e iniciativas pedagógicas realizadas no período.
“A prestação de contas é um instrumento essencial para avaliarmos a efetividade de nossos recursos, atender o que é requisitado por lei e evitar desperdícios”, frisou Márcia.
Todas as contas foram aprovadas pelos conselhos.
Receitas e despesas da Educação – Aplicação no Ensino
No último trimestre de 2023 (outubro a dezembro), o município arrecadou em impostos municipais, estaduais e federais um total de R$ 335.104.519,09 que são utilizados para a composição do índice mínimo obrigatório de aplicação no ensino.
Deste montante, a Constituição Federal determina que, no mínimo, 25%, seja destinado à Educação. Por isso, o valor mínimo de aplicações constitucionais correspondeu a R$ 83.776.129,77.
Fundeb
O Fundeb é a principal fonte de financiamento da educação básica do país e é composto por 20% de uma cesta de vários impostos, principalmente estaduais e municipais, entre os quais se destacam: o Imposto sobre Circulação de Mercadorias e sobre prestação de Serviços (ICMS), o Imposto sobre a Propriedade de Veículos Automotores (IPVA), o Imposto sobre a Propriedade Territorial Rural (cota-parte dos Municípios) (ITRm), o Fundo de Participação dos Municípios (FPM); o Imposto sobre Produtos Industrializados (IPI), o Imposto sobre Transmissão Causa Mortis e Doação (ITCMD) e o Fundo de Participação dos Estados (FPE). A União complementa os recursos dos Fundos quando estes não alcançam um valor capaz de garantir a educação básica de qualidade mínima.
No período, o município também recebeu de recursos do Fundeb um total de R$ 80.824.098,38. A legislação do Fundeb (Lei 14.113/20) determina que no mínimo 70% seja destinado para a remuneração dos profissionais da educação e os outros 30% são destinados a demais ações da Educação.
Assim, foi liquidado o valor de R$ 75.638.643,26 com os profissionais da educação, atingindo 93,58 do total arrecadado pelo Fundeb e R$ 2.685.929,87 foram destinados às demais ações, correspondendo a 3,33%, contabilizando um total de 96,91% liquidados em relação ao arrecadado pelo Fundeb.
Além da remuneração de 1.383 profissionais, as despesas da Educação incluem itens como a alimentação escolar, ampliação, reforma, manutenção e revitalização das unidades escolares.
