Proibição passa a valer em todo o horário escolar – Guilherme Oliveira/SME

A Prefeitura do Rio decidiu proibir os celulares nas escolas municipais. Foi publicado no Diário Oficial desta sexta-feira (2/2) decreto do prefeito Eduardo Paes que proíbe o uso pelos alunos dos aparelhos e outros dispositivos tecnológicos nas escolas. A proibição na rede pública municipal passa a vigorar dentro e fora da sala de aula. Também vale em caso de realização de trabalhos individuais ou em grupo, mesmo fora da sala de aula, e durante os intervalos, incluindo o recreio. Os celulares e demais dispositivos eletrônicos deverão ser guardados na mochila ou bolsa do próprio aluno, desligado ou ligado em modo silencioso.

– A conexão do aluno deve ser com a escola e não com o celular. O uso excessivo de aparelhos eletrônicos atrapalha a concentração e prejudica diretamente a aprendizagem. É como se o aluno saísse de sala toda vez que vê uma notificação. Não tem como prestar atenção e aprender de forma plena assim e nós não podemos menosprezar esse problema ou fingir que ele não existe. Além disso, escola é lugar de interagir com amigos e ficar no celular atrapalha a convivência social, deixa a criança isolada em sua própria tela. E ressalto que a gente não é contra o uso de tecnologia na educação, mas ela precisa ser usada de forma consciente e responsável. Do contrário, em vez de uma aliada, ela pode se tornar uma vilã do processo educacional – afirmou o secretário de Educação, Renan Ferreirinha.

A decisão de proibir os celulares nas escolas foi tomada com base em diversos estudos. O mais recente é o da Organização para Cooperação e Desenvolvimento Econômico (OCDE), responsável pelo Programa de Avaliação Internacional de Estudantes (PISA), a maior avaliação mundial de estudantes. Estes estudos indicam que o uso inadequado ou excessivo da tecnologia tem impacto negativo para os alunos no ambiente escolar. A medida visa alinhar a cidade do Rio de Janeiro com países que já decidiram estabelecer proibições como França, Holanda, Inglaterra, Portugal e estados da Austrália e dos Estados Unidos. Além disso, especialistas em saúde dizem que o uso dos aparelhos por longos períodos pode causar ansiedade, instabilidade emocional e até diagnósticos de depressão.

Para o pediatra Daniel Becker, o celular atrapalha muito o aprendizado em sala de aula, tira a capacidade de atenção do aluno.

– Ele favorece a distração, a cola, a dispersão dos alunos na turma. Prejudica o aprendizado profundamente e prejudica as relações em sala de aula e no recreio. O recreio é o espaço público essencial da criança, onde ela se relaciona, brinca, se movimenta, aprende habilidades fundamentais, como colaboração, empatia, negociação, viver de acordo com regras, afeto. Os relacionamentos são fundamentais para o seu desenvolvimento e aprendizado e vem sendo perturbado pelo celular. As crianças ficam isoladas, cada uma no seu celular e isso é profundamente nocivo para todos. Então, em respeito tanto ao aprendizado formal quanto ao momento fundamental dos intervalos, o “celular zero” é essencial como política escolar e está sendo adotado em vários países do mundo, vários estados americanos também e escolas privadas no Brasil.

A juíza Vanessa Cavalieri, da Vara da Infância e da Juventude da capital, acredita que a restrição de celulares nas escolas é urgente.

– As nossas crianças e adolescentes estão adoecidos, estão morrendo por causa de problemas gerados pelo uso dos celulares nas escolas. Há estatísticas que demonstram uma piora acentuada na saúde mental de crianças e adolescentes, como depressão, crise de ansiedade, transtornos alimentares, automutilação. Os estudos mostram que há uma relação direta entre o uso de celulares nas escolas e o aumento desses transtornos da saúde mental por causa de perderem a convivência, esse espaço de relacionamento, de afeto e de experiências humanas dentro da escola.

A consulta pública promovida pela Secretaria de Educação, entre dezembro de 2023 e janeiro de 2024, a respeito da proibição de celulares durante todo o horário escolar, recebeu mais de 10 mil contribuições da população. Foram 83% de respostas favoráveis à proibição do uso do aparelho, 11% parcialmente favoráveis e 6% contrárias.

– Na consulta foi possível perceber que professores, famílias e a sociedade em geral têm cada vez mais consciência que há um uso excessivo pelas crianças do celular, das redes sociais. Da mesma forma que em casa, os pais precisam estabelecer regras e limites para uma boa criação dos filhos, não deve ser diferente na escola. Para isso, regras são fundamentais e é justamente isso que queremos com essa medida – reiterou Ferreirinha.

Caso haja descumprimento do decreto, o professor poderá advertir o aluno e/ou cercear o uso dos dispositivos eletrônicos em sala de aula, bem como acionar a equipe gestora da unidade escolar. Durante o mês de fevereiro, haverá ações de conscientização nas escolas, permitindo que os alunos possam se adequar às novas regras que começam a valer a partir de março.

A Prefeitura do Rio abriu exceções para o uso do celular nas seguintes situações:

– Antes do início da primeira aula do dia ou após o fim da última aula do dia. Em ambas situações, desde que fora da sala de aula
– Em caso de autorização expressa do professor para fins pedagógicos (pesquisas, leituras, acesso ao material didático ou qualquer outro conteúdo ou serviço)
– Para os alunos com deficiência ou com condições de saúde que necessitam destes dispositivos para monitoramento ou auxílio de sua necessidade
– Durante os intervalos para os alunos da Educação de Jovens e Adultos
– Durante os intervalos quando a cidade estiver classificada a partir do Estágio Operacional 3, comunicado pelo Centro de Operações Rio
– Quando houver autorização expressa da equipe gestora da unidade escolar em casos que ensejem o fechamento ou interrupção temporária das atividades da unidade escolar, de acordo com o protocolo do programa Acesso Mais Seguro – AMS
– Quando houver autorização expressa da equipe gestora da unidade escolar por motivos de força maior
